Peter O'Donoghue is Chief Technology Officer at Quantum Sky, where he sets technology strategy and steers the mix of investment and partnering that keeps Quantum Sky ahead of customers' modernization needs. He oversees solutioning across Quantum Sky's priority growth opportunities.
WashingtonExec named him CTO of the Year in 2026 and has listed him multiple times among its Top CTOs and Top Cloud Executives to Watch, recognition of a habit of spotting opportunities to harness emerging technology to solve priority mission problems.
Peter built his career across commercial, federal, and international markets — holding program management, P&L, delivery, technology, and innovation leadership roles, and eventually CTO, at CSC, CSRA, Unisys Federal, IDEMIA, and Leidos. At Leidos, as SVP and Civil Group CTO, he drove the establishment of integration platforms that accelerated the flow of people and bags through airport security while improving security posture. At IDEMIA, he built a cross-business solutions function spanning biometrics, video analytics, and digital identity. At Unisys Federal, he harnessed emerging cloud technology to get government workloads deployed securely, scalably, and cost-effectively. At CSC, he applied SOA, DevOps, cloud, and expert systems to bring more rigor and speed to immigration and healthcare processes.
A national swimming champion in Ireland, Peter came to the U.S. on a swimming scholarship after studying at University College Dublin, earning a B.S. in Mechanical Engineering and an M.S. in Engineering Mechanics at Old Dominion University.
